Are you aware that the blocks downloaded are cut off at the 22,23 minute mark?
If you are talking about the run time for each file, that is about the average length after the commercials are edited out. If those were left in each file would be much closer to 30 minutes each.
If that is not what you are talking about, please elaborate.
